The 20-year joint research project with the University of Genoa in Italy sought out boys from kindergarten who were at risk for delinquent behaviour, and who were enrolled at schools in the poorest neighbourhoods in Montreal. Specifically, the researchers looked for impulsive boys with inadequate supervision and poor families.
Some 779 participants were followed from the time they were very six years old until they were in their mid-20s. Nearly 18 per cent of the participants ended up with adult criminal records for infractions that included homicide, arson, and prostitution. All of those with adult records had spent time in the juvenile system.

Riddle and Conyers used Conyers’ position on the Detroit City Council and on the Board of Trustees for the General Retirement System to force businessmen and consultants to pay money to Riddle and Conyers. In this regard, the Indictment alleges that Riddle and Conyers extorted $20,000 from the owner of a technology company seeking a multi-million dollar investment from the General Retirement System. Riddle and Conyers worked together to extort $20,000 from a Detroit restaurant owner who had business before the City Council and $25,000 from a company operating strip clubs seeking a change in licenses from the City Council. In addition, Riddle and Conyers conspired to extort money from a Detroit real estate developer who had business before the City Council and who had sought a multi-million dollar investment by the General Retirement System. “The only thing that Mary Waters did wrong was fall in love with Sam Riddle,” Steingold said. Riddle responded, “Aw man, that tugs at me.”
Steingold also chided the feds for apparently not going after the businesses said to have paid bribes.

While complaining his client is overcharged, Steingold asked this question Thursday: “Tell me — where are the people who paid the bribes?”
So far, many of the people said to have paid bribes to, or through, Riddle are in the clear — from the pawnshop owner whose money was funneled to Southfield Councilman William Lattimore, to the restaurant owner, strip club operator and developer who all coughed up cash to Riddle and then-City Councilwoman Monica Conyers.

The document lists four separate instances when Conyers and Riddle worked together to commit bribery and extortion with a variety of business entities.
First, the document alleges that Riddle and Conyers “exploited her position as a trustee to the General Retirement system” and sold her vote of approval to the owner of a technology company who sought a multi-million dollar investment from the retirement system.
The second incident involves a restaurant owner who Conyers and Riddle teamed up on to extort a consulting contract for Riddle, the indictment alleges. According the feds, the two used a “pressuring technique” to get the restaurant owner to offer Riddle “a large sum of money” for consulting work he never “performed nor contemplated.”
The third accuses Riddle and Conyers of accepting another “large sum” of money from a strip club representative in exchange for a vote from the former councilwoman to transfer the club’s license.

July 17, 2009 at 6:49 am | In Detroit adult entertainment | No CommentsOn Wednesday, DTE Energy shut off power to their home on the 3700 block of Grandmont after the family did not answer letters and visits from DTE workers to set up a payment plan, said DTE spokesman John Austerberry.
Vaughn called the company to inform them of his bankruptcy. After confirming this, DTE was scheduled to restore power Thursday morning, Austerberry said.
Unable to wait, the couple borrowed a generator from New Providence Baptist Church in Detroit, where the family attended.
They switched it on at 10 p.m. and hooked it up first to their nebulizers, and later to two air conditioners and a television their children watched upstairs.
Earl Brown, a neighbor, said that had the family placed the generator outside, it surely would have been stolen.
“They probably put it in the house because of the neighborhood,” said Brown, a 54-year-old contractor. A local resident for 20 years, he said drug dealers and prostitutes had become too common. “It changed a lot.”
