AS PARLIAMENT debated and approved amendments to tighten regulations on gambling here, changes to the Casino Control Act was made on two fronts: the administration of tax and processes for casino exclusion.Casino operators face stiffer penalties if they give incorrect tax returns – they will have to pay double the underpaid amount and can be fined up to $25,000 or jailed for up to two years, or both.

Besides the common restrictions like imposing a minimum age to enter the casinos and self-exclusion, there are also safeguards that are uncommon or unique to Singapore, such as the casino entry levy, prohibition of casino advertising in the local mass media, and family and third-party exclusions, he said.
Dr Balakrishan also said that under the Casino Control Act, operators are required to take all appropriate steps to ensure that undesirable activities, such as prostitution and illegal money lending, do not take place within their premises.

Emagine Entertainment wins Royal Oak liquor license despite strong opposition from residents

Emagine Entertainment, which seeks to build a $14 million entertainment complex featuring movies, bowling and drinking, has won approval from Royal Oak officials to transfer a liquor license into the city.
City officials and residents were concerned about police forces being able to control patrons of the complex, but the Royal Oak Police Department supported the venue with a few conditions: Authority to remove Emagine’s dance permit if necessary, a ban on transferring Emagine’s liquor license anywhere in the city, strict restrictions on the license and no adult entertainment on site.
Still, residents were dismayed by the decision.
“You’re not welcome in our community. Stay out,” one resident shouted to Emagine’s owner after he appeared before the three-member City Commission.

Detroit Adult Entertainment: Commission approves liquor license for entertainment complex

Emagine Entertainment has proposed the 58,000-square-foot facility to take up all of the vacant land abutting Troy Street along 11 Mile Road, with the theater also taking over the 400-space parking structure located just to the north of the site.
Along with 10 movie screens, there would be 16 lanes of bowling, with a small restaurant located inside as well, according to the proposal. The plan is to sell alcohol to both movie-goers and those using the bowling alley. The entire facility would be smoke-free.
The facility would cost $10 million to construct. Emagine President Paul Glantz plans to purchase the property for $3.5 million and was proposing bringing in a liquor license from Berkley, which he purchased for $50,000, according to the plans.
The commission approved only the liquor license transfer along with side agreements that outline restrictions on the license. The restrictions include not allowing the license to be transferred to another business in Royal Oak and not allowing adult entertainment at the facility.

Neither selling price was disclosed but the bank building had recently been listed for $644,000 and the bar had been listed for $150,000.
Other properties which recently changed hands include an apartment building at 2675 Lauzon Rd. which was sold by 1583971 Ontario Ltd. to 2211342 Ontario Ltd. for $1.55 million; a commercial plaza at 2885 Lauzon Parkway which was sold by Fercan Developments Inc. to Unicum Management Corp. for $2.415 million; and the former St. Thomas the Apostle Church, at 7830 Edgar St., was sold by the Roman Catholic Diocese of London to Families First Funeral Home and Chapel Inc. for $1 million.
Elsewhere, the former Danny’s adult entertainment parlour on Riverside Drive East is being rebranded as The Mansion and its owners are planning a Rock Stock event Sept. 18 with the Hitmen and Driver as the main acts. A liquor licence for the new business is being sought.

Detroit City Council considers strip club crackdown

Detroit — More than 100 people, many of who work at the city’s 33 topless clubs, voiced their opposition today to a possible crackdown at a Detroit City Council hearing on strip clubs.

“We are the dumping ground for this type of thing. It’s time to stop,” said attorney Richard Mack, who is helping to lead the community charge against strip clubs. It’s time to stop. It’s always poor communities who feel as if that’s you’re only hope.”

The city has spent $75,000 to get advice from Scott Bergthold, a Tennessee attorney who has worked nationwide to shut clubs down. And it has settled two federal lawsuits involving strip clubs recently for almost $670,000. The clubs say they bring in more than $3 million annually to Detroit in property taxes and fees and employ nearly 6,700 people.

Exotic dancers took center stage at Detroit’s city council meeting.
The city is considering a new ordinance that will greatly restrict the city’s 33 topless clubs. Some club owners say the new rules may put them out of business.
The dancers pleaded with the council members to let them keep their jobs.
The proposal is backed by a coalition of religious groups. Richard Mack spoke for the religious group.
“We don’t want to see any of the good folk here in the room without employment. That’s not our desire, we in fact pray for all this region,” Mack said.
The ordinance is still in the drafting stage. The city council may take up the issue later this fall.

Lap dances and champagne rooms could be illegal in Detroit strip clubs if the City Council approves proposed proposed regulations.
The changes — first proposed earlier this summer by religious and neighborhood groups — would require all strip club dancers to remain at least six feet from customers, stand on a stage at least 18 inches high and perform in a room of at least 600 square feet, according to the Detroit News.
A federal judge in 2007 struck down Detroit’s regulations on where strip clubs could open and ordered them rewritten.
Strip club owners, who stand to lose the most from the changes, aren’t happy.

(AP) DETROIT – Lap dances and VIP rooms could be banned in Detroit as the City Council debates a broad crackdown on the city’s 33 topless bars.
Council will debate Tuesday whether topless dancers should be kept six feet away from customers, on stages at least 18 inches high and in rooms at least 600 square feet. Many club employees would have to pass background checks.
The proposed changes follow a court battle in which a federal judge in 2007 struck down Detroit’s regulations on where strip clubs could open and ordered them rewritten.
Religious and neighborhood groups say strip clubs reduce property values and increase crime.
Strip-club owners have promised a costly legal fight.
The Detroit News says Mayor Dave Bing could veto the proposed changes. He declined comment Monday.

Conyers and House Financial Services Chairman Barney Frank of Massachusetts asked the nonpartisan Congressional Research Service today to provide an analysis on several aspects of ACORN, including any current or previous criminal investigations into the group; a breakdown of any funding received by the group and any violations of the terms of that funding; a report on alleged improprieties in collecting voter registration forms and “the extent… that resulted in people being improperly placed on voting roles and actually attempting to vote,” and the group’s programs to provide housing opportunities.
Because when it comes to public corruption, Conyers is the expert. His wife, Monica, pleaded guilty to collecting bribes as a Detroit city councilwoman. Conyers said he knew nothing about her acceptance of bribes.
Come to think of it, Frank said he knew nothing about a live-in boyfriend who turned Frank’s home in Washington into a brothel.
