Tupac Hunter, D-Detroit, are working to change Michigan law to require police to file charges against those whose vehicles they seized. The proposed legislation also would require prosecutors to release seized vehicles at no charge if the defendants are found not guilty.
In addition, former Wayne County Sheriff’s lieutenant Walter Epps, a candidate for Wayne County Sheriff, said if elected he would stop deputies from seizing vehicles without also filing charges.
The News found cases where members of the Wayne County Morality United seized vehicles without charging the owners with crimes. In one instance, a Southgate man’s SUV was seized after a brief conversation with a deputy posing as a prostitute, even though the officer wrote in her report that the man hadn’t solicited her.

Strip clubs have been in Detroit for decades, and the city — like many others — learned to cope with them a long time ago. Keeping them concentrated in a few districts of the city and away from churches, schools and business areas has worked reasonably well to mitigate their negative effects on the community.
Driving the clubs out of business with harsh regulations is an unfair way to treat a legal business — even one as seedy as strip clubs.

It might be more productive for the ministers to work on curbing the demand for strip clubs, rather than the supply.

Pastor slams proposed lighter restrictions; council leader likens ban to segregation laws

Detroit –City Council President Charles Pugh sparred with a prominent pastor, likened outlawing strip clubs to the civil-rights struggle and floated the idea of a red-light district Tuesday as debate about the city’s topless clubs heat up.
Pugh called out the Rev. Marvin L. Winans for living in the suburbs during the council’s debate about a proposal that would allow the city’s 33 clubs to continue to serve alcohol but require their workers to get special licenses from the city.
The remark came after Winans accused unnamed newly elected council members of betraying residents by backing away from ordinances proposed last year that would ban booze and require dancers to wear opaque pasties.
Winans criticized strip club owners for living outside the city, but Pugh reminded the gospel singer and movie star that he does, too.

The crackdown stems from a court battle in which a federal judge in 2007 struck down Detroit’s regulations and ordered them rewritten.

He was not charged with solicitation, and the decoy even stated in her report that the man did not solicit her for sex. Yet his vehicle was seized after the Wayne County Sheriff’s Department checked his record and saw a prior conviction for solicitation.
In another instance a woman’s 2-year-old Chrysler Sebring was seized after she picked up a co-worker at a bank. Police said the co-worker had stood on the street corner making eye contact with passing motorists in the same manner a prostitute would. Neither women, both Red Cross employees wearing work badges at the time, were charged with a crime. However, the car was seized anyway and the owner paid more than $1,400 in impound, towing and storage fees.

“I was a little shocked and definitely concerned,” St. John said. “I interpreted it as bribery. I thought: ‘Are they trying to set me up?’ “
Hall testified this morning that he was also fearful that Riddle was trying to entrap them.
“Here’s a guy asking me for $25,000 and he’s wearing a gravy-stained tracksuit,” Hall said. “It was like something out of a bad movie.”
