Detroit Adult Entertainment: Ex-police chief, 6 others face corruption charges
September 29, 2011 at 5:37 pm | In Detroit adult entertainment | No CommentsA former Michigan police chief, his wife and five officers have been charged as part of a three-year investigation that state prosecutors say unveiled corruption, including the misuse of drug forfeiture funds to pay for marijuana, prostitutes and a tanning salon, local media outlets reported.
Michael St. Andre, a 50-year-old former head of police in Romulus, Mich., has been charged with 10 felony counts ranging from conducting a criminal enterprise to intimidating a witness, local Fox affiliate WJBK-TV reported.
He allegedly used drug forfeiture funds to pay for a friend and her daughter to travel to California and Las Vegas, and paid for an informant’s wedding rehearsal reception, WJBK said.

The officers are accused of spending $40,000 in forfeiture funds in one year on marijuana, prostitutes and alcohol, the Free Press quoted Wayne County Prosecutor Kym Worthy as saying.

The woman was videotaped entering the apartment briefly, then coming out and leaving with the man. Soon after, the woman returned to the apartment with a second man named Ronald Martin. After Martin tried to force his way into Zanussi’s apartment, Zanussi, dressed in a bathrobe, was videotaped following Martin down the hallway with a knife. The man appeared to be frantically try to close the elevator door when Zanussi reached in. The man can be seen on the video clutching his hand as it begins to bleed on the elevator floor.
In a videotaped interview at police headquarters, Zanussi first said the prostitute came into his apartment only once and never left. When confronted with what’s shown in the videos, Zanussi admitted she brought two men to his door.

Detroit Strip Clubs: Michigan officers accused of spending drug money
September 29, 2011 at 8:24 am | In Detroit strip clubs | No Comments… The alleged conduct … in this case defines a culture of corruption and greed at its core,” Wayne County Prosecutor Kym Worthy told reporters during an afternoon news conference. “Although an investigation of this nature takes hundreds of hours of time, it is crucial that we charge defendants where we find them, even when it is in a police department.”
A member of the Romulus Police Department approached the state police in 2008 with allegations of misconduct, corruption and embezzlement involving drug forfeiture funds. The state police probe began in January 2009. More than $49,000 in cash seized by the unit under Michael St. Andre is missing, authorities say.
Part of the alleged scheme involved a purported investigation into allegations of liquor violations, prostitution and drug trafficking at two Romulus area strip clubs. That investigation was directed by Michael St. Andre and was hidden from the supervisor of the police department’s special investigations unit, according to prosecutors.
Results of the strip club investigation never were forwarded to prosecutors for charges, Worthy said in a release. She said that instead of investigating, the detectives were actually soliciting prostitutes for themselves.

The officer replied that he was going to work early. She responded that she was, too, and grabbed the officer’s groin.
She then asked him if he was a cop, to which he didn’t respond. She then offered sex for $70. When he said he couldn’t afford that price, she negotiated to $50.
The officer responded that he had to go get the money and that he would be back.
The officer then radioed for assistance. The woman was arrested by a uniformed officer.
She told officers that she was a stripper and was just walking back to her room. She said that she was not “that kind of girl” and that she was only going to give the undercover officer a lap dance.
