A proposed bylaw that would limit the hours body rub parlours can operate in Windsor, Ont., would ruin business, said parlour owner Shari Cascadden at a public meeting Tuesday night.
The bylaw would force the city’s seven body rub parlours, which provide erotic massages to paying customers, to buy licences at a cost of $366 for owner-operators and $148 for attendants.
And it would restrict the hours they can operate. Under the proposed bylaw, they could be open 9 a.m. to 10 p.m. on weekdays, 9 a.m. to 6 p.m. on Saturdays, and 10 a.m. to 5 p.m. on Sundays.
Cascadden, who owns the Elite International parlour on Ouellette Avenue in downtown Windsor, said 80 per cent of her business comes in after 10 p.m. and peaks at 2 a.m.

West End.
“It feels great; it has been a long time coming,” said Lund, who bought the building with the intention of tearing it down. “It makes me feel like Lincoln Park has taken a great leap forward.”
The building, at 32 N. 21st Ave. W., was long a problem for the neighborhood and police. In November, the city decided not to grant then-owner Suzy Woo-Young Kotts a massage establishment license. The denial was made after the city uncovered two prostitution convictions for Kotts, who had operated the Yoshiko Sauna as a massage parlor since 1991. October 30, 2009 at 5:24 am | In Detroit massage parlors | No CommentsDULUTH – As of Thursday, a spot in Duluth once under frequent police investigation is now a pile of debris. Kevin Lund of Duluth bought the Yoshiko Sauna months ago and tore it down himself to bring about healing and progress.
On a chilly dreary day, under a steady rain, Kevin Lund sees sunshine.
“It’s going to be a great day,” Lund said, working an excavator he called a mechanical thumb. He’s living out a dream he’s had for the Yoshiko Sauna building for some time. “Buy it and knock it down,” said Lund, summing up his thoughts.
Lund owns other properties in the area and jumped at the chance to buy the building at 18 North 21st Avenue months ago. That was when the former owner, Suzy Woo–Young Kotts closed down what she called a massage parlor.

Violation of the policy carries a maximum penalty of three months in jail or Rp 50 million (US$5000) in fines, Deputy Mayor Romi Herton said.
The closure affects amusement centers, bars, discotheques, cafes, massage parlors and night music performances. Food stalls, restaurants and coffee shops are allowed to operate during the day, but must be hidden from public view with curtains. Roni said public order officers, local police and military would conduct a regular operation to uphold the regulation, which was issued to protect the sanctity of the fasting month in the South Sumatra capital city. Ramadan is expected to start on Aug. 22.

A man packing a large quantity of condoms, an 8mm video camera and a list of massage parlours was among several people turned away at local border crossings last week.
According to officials with the Canada Border Services Agency, the U.S. citizen told guards July 6 that he was heading north to spend 10 days in Vancouver. His travel accessories – found during a search prompted by the discovery of a 1989 hit-and-run charge in California – also included several erased videos and a Polaroid camera and film.
The man was counselled to provide records of what happened with the hit-and-run charges as well as proof of residency and employment, and sent on his way.
