Chams said his plan is to propose a bylaw that would force property owners to either demolish or improve vacant homes.
Chams also isn’t shy about criticizing the city’s current administration. An equation on his website reads: “Bad administrative decisions = unnecessary legal fees = unnecessary property tax increases.”
In March 2008, Chams was involved in a dispute with Windsor police over a property he owned on Goyeau Street that was leased to a massage parlour.
But Chams said he’s not worried about past controversies tainting his chances at the Ward 2 councillor seat.
“I’ve been fighting to reduce the number of (massage parlour) licences,” he said.
