Paper Chase: 200 pages on toning down strip clubs

Contained in the proposal is a clause that would ban new strip clubs from opening along Eight Mile, which is already home to numerous topless joints on Detroit’s side of the road that divides the city and suburbs. The only similar zone is Woodward Avenue between McNichols and Eight Mile.

Strip club ordinances have been controversial for several years in Detroit. Clergy and community leaders have pushed for the council to get tough, saying the clubs hurt quality of life. Owners of the city’s 33 clubs argue they have a right to exist and that they pay $3 million a year in property taxes. The crackdown stems from a court battle in which a federal judge in 2007 struck down Detroit’s regulations and ordered them rewritten.
